The agency in Oregon now called Clean Water Services was born in 1970 as the Unified Sewerage Agency (USA).The name fit. In 1970, residents voted to unify more than 20 wastewater treatment plants operated by more than a dozen cities and private developments, creating one of the nation’s first regional sewer utilities.
